What needs to be done here is:

- Apply the small patch to libogg to allow it to build on the DSP
- Import the forked libtheora (leonora) into media/
- Modify the build system to build DSP copies of libogg and leonora
- Get the DSP build system installed onto the build machines

I'll file dependent bugs for build/releng changes.  This work is also soft-blocked on having OpenGL Layers support.  There is no direct dependency, but we're not going to have reasonable playback performance until we have both pieces, so we shouldn't make a lot of noise about having the DSP code in-tree until we've also got Layers landed.
