Add the
Import Bookmarks...
Export Bookmarks...
items to the contextual menu of the Collections panel in Bookmark Manager.

For the record, our current CM in that panel consists entirely of:

The latter two are only present when clicking on an existing collection. This seems non-bloat-y enough to me, although I do wonder behaviour-wise what would be "expected" if someone clicked on an existing collection and chose Import or Export. I personally would associate that action with importing bookmarks into that specific collection, or exporting the bookmarks in that specific collection, and I don't believe our current code has the capability to do either one.

I have the same behavioral expectation issue, although since importing does create a new collection by default (until bug 370912 is fixed), adding "Import Bookmarks" to the context menu of the Collections view's empty space seems passable.
