The following locales should be enable on the site per Mary request:

CA, fy-NL & NL

Before enabling them we need to make sure the languages won't show up on the language switcher.
In r63966 is the code to avoid the hidden languages in the language switcher.
Is this done?  Need to coordinate with other bugs and content?

I added 'nl' to the locale detection code in r64519.
I think this is fixed, and I've filed a bug to update production, bug 554110
