551946 - browserchoice push to fix language redirects

Over in bug 551113, language redirects on the browser choice page were failing. I narrowed it down and fixed it, it's revision r64101 on the production branch.

Please:
- svn up production browser choice so it has that code. I don't know how the CDN works, but please reflect the change there as well.
- After we are confident this has been deployed and old code won't clog up the caches again, please wipe any trace of browser choice from our caches, so they can refill with proper pages and redirects again.
