560552 - Activity Manager's Clear button is clickable, even when it's inactive

When you clear the activity manager with the Clear-button, the buttons stays active. This is different from the behavior of the Clear button in the Saved Files dialog, where the Clear button becomes inactive after you have used it and no items remain in the list.

Setting the "disabled" flag to "true" did the trick for the migration assistant in a similar situation.
