Currently, when there is an empty list, there is a button that takes you to the discovery pane. This should instead open a new tab to the relevant pane on AMO, similar to the old "Get themes" link.
So I have two questions here:
* Do we already know where we wanna put this button/link?
* Do we wanna only show the button/link if no extension/theme is installed?
