This appears to be happening because, in TestPilotSetup._notifyUsersOfTasks(), the new task has task.type = undefined, and therefore doesn't trigger any of the "if (task.type==)" cases.

Requesting a litmus test - Turn on the prefs, fake a new study through the debug page, verify that the notification appears (also that it does not appear if the pref is turned off!)
