When forwarding an incoming e-mail, T-bird does not attach the signature file identified in Account Settings.

Reproducible: Always

Steps to Reproduce:
1.open incoming e-mail
2.click "forward"
3.no signature block appears
Actual Results:  
Mail sent without signature block.

Expected Results:  
Mail sent WITH signature block
That was done on purpose, see bug 167319. Go into Tools > Account Settings, Composition & Addressing tab, there you should find the checkbox to enable signatures being added when forwarding (or replying to) a message.
Is deliberate by default: you can change this behavior via UI (see comment #1).
