Forwarding a RSS article opens the compose window in the background, so you have to jump to the compose window manually (e. g. via alt + tab).

PS: only happens with RSS articles. Not with e-mails. Forwarding an e-mail opens the compose windows always in the foreground.

Reproducible: Always

Steps to Reproduce:
1. open an rss article in a NEW WINDOW.
2. click on "forward"
Actual Results:  
Compose window opens, but in the background.

Expected Results:  
Compose window should open in the FOREground.
This WFM with Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.5; en-US; rv:1.9.2.4) Gecko/20100521 Thunderbird/3.1.

Did you try in -safe-mode ?
Just tested this in safe mode. But the result is just the same.

However I found out the following:

AFTER EACH RESTART OF Thunderbird, opening a RSS Feed in a new window and forwarding it works fine (i. e. brings up the compose window in the foreground), BUT ONLY ONCE PER Thunderbird SESSION.

Forwarding the same RSS feed a second time or forwarding another RSS feed DURING THE SAME Thunderbird SESSION hides the compose window again (i. e. brings it up in the background).
And nothing when you look in the error console right ?
Right, the error console is empty.
even with the caveats in comment 2, this does not happen in current release Tb11.
