@Michael Priest, This isn't a bug so much as a pointer / tip :) When promoting to live, you'll need to adjust the imagecache settings for homepage_slideshow_background. Specifically you'll need to adjust the "Scale & Crop" action and change the dimensions to 680x382 once you move the homepage slideshow carousel block into the "content top" region.
