I think I prefer the way it is now, but I just want to make sure it gets reported. If I set my language to French, and go to https://support-stage-new.mozilla.com/fr/forums/test-b/722 , the "Profiles" article link still has the English article title. (The link itself doesn't have a locale, so the fallback happens after clicking on the link.)

Yes, because the post links to English. To get the titles-unique-per-locale I promised, we'll need to rethink the way this l10n fallback works. Certainly mixing and matching locale and title won't continue to work, we'll probably have to redirect people if a translation exists and that's what they/we want.

Yeah, we'll need to rethink this. The current mechanism of automatically showing a translated link target if the article exists in the user's preferred language is a good thing, but the question is how we can make that work while allowing the same article titles for different locales. Maybe we would need some way of adding locale-neutral links, using en-US titles as the name lookup, that would work the same way as it does today?
