steps to reproduce:
1.Search for collection-"k's recommendation " in de locale
2.Search for the add-on "stephen3000!!!" in de locale

observed behavior:
Search fails to find the collection but lists the add-on.i.e., collection search is locale specific but searching for add-ons is not.

Note:Both the collection and add-on used in this test are available only for en-US locale.

Search should not be locale-specific.
Is this still true Dave?

I was able to search and find results in en-US for collections created in de and he.Calling this fixed.
