Steps to reproduce:

1. Navigate to https://gsoc.xelerance.com/

2. Using just the keyboard and NOT the mouse, attempt to view the Technical Details or add an Exception

Expected results: The user would be able to press Tab to move to "Technical Details" or "I Understand the Risks" and press Return to expand the item/view the currently-hidden contents.

Actual results: "Technical Details" and "I Understand the Risks" do not seem to be focusable. Thus they are inaccessible to users who cannot use a mouse.
