The default themes should get a few improvements for SeaMonkey 2.1 to give it a somewhat improved look and make it nicer on current desktops. The SeaMonkey theme files have a number of remnants of fitting in with the rather bulky nature of Win95/GTK1-style with many corners, bars of space or double borders, while modern desktops are styled much smoother and don't waste as much space of bulky bars, double borders, etc. We also have dithered icons left, which don't fit with modern design either.
What about setting Modern theme as optional component in Win installer and creating 3 directories for platform-specific themes (like-firefox). It will help you with OS-like themes.

For one thing, anything regarding Modern is out of place here, and for the other, please take this up with Neil over IRC or such, I just hate those fights over tangential issues. This is also not an issue for this bug, as you are talking about forking files while this bug it just about improving those that are there.
