Save an extension locally to your computer. Drag the saved extension into Firefox, no restart notification near the address bar after the install completes.
Do you see it if you then focus the Firefox window by clicking on it? I think I saw something like that the other day.
I do not.
Are you dragging it into an empty tab?
It does not matter if the tab is a web page, the addons manager or blank. Fails in all cases.
What OS are you testing on?
Linux x86_64. Mozilla/5.0 (X11; Linux x86_64; rv:2.0b2) Gecko/20100720 Firefox/4.0b2
Works fine for me with Mozilla/5.0 (X11; Linux i686; rv:2.0b3pre) Gecko/20100722 Minefield/4.0b3pre. The notification doesn't appear when I drop the file into the addons manager. But as long as another tab is selected the restart notification appears.
Some other steps which I have used today and which reproduced this reported behavior on Linux:

1. Open about:config
2. Open the Add-ons manager
3. Select the about:config tab
4. Press Ctrl+O and select the extension to install (in my case ACR)

After the extension is getting installed, no restart notification is shown.

That will be bug 577048
Is this still a problem?
