When signing up as a new user, the set up wizard allows you to skip right over the passphrase page without having set a passphrase. In some situations, it doesn't allow you to proceed, but the error message is "The secret phrase cannot be the same as your password".

Check input fields when displaying the passphrase page. That way the Continue/Next button will be disabled if the passphrase is empty.
