Steps to Reproduce:
1. Go to www.reddit.com
2. Start a zoom anywhere on the page
3. With only your top-most finger, move down, while holding the bottom finger in the same position.
4. Move that finger down until you get to the default level of the entire page

Actual Results:
The zoom completely stops

Expected Results:
The zoom continues on until I've released my fingers off the screen.

Does zoom just stop working? We do clamp the zoom if you try to zoom out too far, but we should not stop zoomin if you start zooming back _in_ again.
