steps to reproduce:
1.Load https://preview.addons.mozilla.org/en-US/firefox/collections/?sort=popular
2.Notice the number of subscribers for each collection

expected behavior:
Collections are listed in descending order of # of subscribers

actual behavior:
Collections are listed randomly
It's sorting by weekly subscribers.  That keeps the list interesting.
