Bug 587530 added layout_forms.xpt on all platforms, some bug that I can't find removed layout.xpt on all platforms, bug 550936 removed the extensions binary code on all platforms, we only need to care about shared builds there. All of those don't need removed-files changes, as .xpt files don't make it into the installed directory and shared builds aren't supported in upgrades.

Same bug removed layout.xpt as added layout_forms.xpt - layout.xpt wasn't meant to ever exist, we just didn't realize that when we started packaging it for SM and Tb.
