Fred pointed this out to me on IRC; the nav-menu backgrounds aren't showing up in the logged-in / application-selector views. Honestly, I can't remember if this is intended or not, but it looks different to me (found http://people.mozilla.com/~fligtar/zamboni/designs/2010-02-15/Settings-UtilityMenu-100215.png, but that's for future stuff).
