steps to reproduce:
1.Add a tag to an add-on
2.Blacklist that tag as an admin.
3.Search for the blacklisted tag


observed behavior:
Search for the tag, a day after it was blacklisted,still returns results.

Notice that the left-hand menu also lists blacklisted tags like ".."

actual result:
