The OS/2 True Type engine on OS/2 is really bad with non Latin-1 code pages.

Arial doesn't actually work with anything other than Latin-1.

For 4.61 we added a nice little hack for this and we will have to do the same 
for Mozilla.

So if the page is non Latin-1, don't use Arial even if they say to.
wouldn't it be better to get a replacement Arial that supports most Unicode 
pages?

We can't get people to grab a new Arial. It came with OS/2.
