The remote images do not appear in the email displayed to the user. They do not get loaded.

Is this true for all emails ? Anything in Tools -> Error console when this happens ? Did you try to start Thunderbird in safe-mode ?
Summary: on windows XP machines the 3.1 upgrade does not load remote images even with 'fix' → with mailnews.message_display.disable_remote_image set to false image aren't displayed.

It happened for all emails. I did not know about safe mode or error console. I have rolled back to Thunderbird 2 on all four of my Windows machines. I will not upgrade to Thunderbird 3. I don't like it.
