When pointing to Alignment and Insert object icons on the Formatting toolbar in 
the message composition window do not have tooltips.

Reproducible: Always
Steps to Reproduce:
1.Open mail window.
2.Setup news/mail account.
3.Click on New Msg icon
4.Point to last two icons( alignment and insert object) on the formatting 
toolbar in the message compose window.


Actual Results:  No tooltip is appearing.

Expected Results:  For both icons tooltips should appear.
