This mockup includes several sections, so I'll try to explain them in these bugs, but ask myself or chowse if I'm not clear.

This bug is for the user experience if they don't have any contributions set up yet.  It's the part in the mockup above the first red dotted line.

This bug includes:
- Creating the /edit URL
- Adding the text and the "Set Up Contributions" button

This bug does not include:
- Anything below the first red dotted line on the mockup

Contributions
Voluntary contributions provide a way for users to support your add-on financially. With contributions, you can:

    * Ask users for donations in several locations
    * Accept payments from users through a credit card or PayPal account
    * Deposit contributions in a PayPal account of your choice
