595474 - Users seeing maxVersion from XPI rather than value reported on site

I'm the main maintiner of the BiDi Mail UI extension:
https://addons.mozilla.org/en-US/thunderbird/addon/310
the latest version is 0.9.4, and it works well with TB 3.1.*   .
However, it was uploaded before 3.1 was out and the XPI's maxVersion is 3.0.* .

Despite my setting the maximum compatible version using the AMO interface to 3.2a1, and despite the addon page showing this fact, users are still complaining of incompatibility with 3.1.x  .

This was lag that will be fixed in bug 571057.

Lag as in between the fixing of a bug and the deployment of a new version AMO? Or lag between the setting of the max version using the AMO interface and the propagation of this change to users?

If it's the first, then - is bug 571057 supposed to be fixed very soon? If the second, then that's strange, since I set the quite a long time ago (I'm only complaining about it now).
