after all windows are closed, it's not possible to open a new window with clicking on the dock icon

in firefox 3.7, after all the windows are closed, i could open a new one through clicking on the dock icon. in beta 4b6 this is not possible anylonger.

Steps to Reproduce:
1. close all open firefox windows
2. click on the dock icon
Actual Results:  
no new window shows up

Expected Results:  
a new window should show up
suddenly it seems to work, don't know why...
