Tag auto-completion in tag edit field of bookmark works only for first tag.
It's true for bookmark organizer and for tiny bookmark edit window opens on bookmark chevron in location bar.

Reproducing:
have more that one tags available for bookmarks
Open bookmark edition form from bookmark cheron in locationbar or bookmark organizer
go into tag field of bookmark
start enter tag name to allow to propose a lookup
see a lookup list, choose tag, press enter, or mouse click
now you stay in tag fielld, and one tag entered there. 
press ",", and start to type secont tag name

no any lookup suggestions.

Tag lookup should work for all tags in fiels, not for first.

Problem still present in current Nightly, while absent in Firefox, but I didn't manage to find corresponding bug on their side
