After saveing any sensitive informaion like passwords, encrypting that 
information is not working.

Reproducible: Always
Steps to Reproduce:
1.Open the browser window.
2.load any webpage containing password fields(e.g email home pages).
3.Fill the fields and submit the form.
4.Click on "yes" for Password manager to remember the password.
5.Select "Tasks->Privacy and Security->Password manager->Encrypt sensitive 
information" from the browser window.



Actual Results:  Alert pops up saying "unable to convert stored data".

Expected Results:  The stored sensitive information should be encrypted.
