Steps: 
1. Select one tab. Can be an app tab as well. 
2. Drag the tab to the menu bar and hover the Bookmarks menu section

Expected: 

On hover() event, Bookmarks dropdown menu should be triggered and can drop tab onto one of the listed folders. 
========================================================================
Actual: 

Bookmarks drop-down is not activated by dropping the tab over it. 


Note: 
Works when testing against Linux (Ubuntu 10.04) and Win7(32);

Not sure if this can be done at all because the main menu is a native menu on OS X.

A decision for a litmus test should not be made based on the importance of a bug.

Agreed but this is an enhancement and we do not know if it will be fixed or not just yet. 
having a litmus test now will cause only useless failures in litmus IMO
