I have several POP mail accounts for my domain (phase5publising.com, hosted by MAIN and serviced by Horde).  One account allows access to Offline Settings and I can successfully sync that one, the others do not.  When I access Offline Settings from the one account that allows it, the other accounts are not listed to select them for Offline use.  All accounts are set up with the same settings (POP, SSL/TLS with authentication).  I want to be able to sync all these accounts (messages and folders) with Thunderbird, and it just does not allow access to the sync settings ("Offline Settings" in the File menu is grayed out) for them except the one, the first one I set up.  I'm using Windows XP.

Steps to Reproduce:
1.Set up account with POP using SSL/TLS with authentication.
2.Click "File" on the toolbar.
3.
Actual Results:  
"Offline Settings" is grayed out.

Expected Results:  
"Offline Settings" would be active.

I am using the default theme, not installed anything extra.  I do not understand why one account has Offline Settings available and the others do not.  I also have set up a gmail account and it has Offline Settings available.  The one @phase5publishing.com account and the gmail account sync fine, no problems.

Yes, there is a repeated message:
mail.phase5publishing.com : server does not support RFC 5746, see CVE-2009-3555

I do not know what this means.  I clicked the "evaluate" button but nothing happens.

I suspect your issue is more of a support question than a bug. but I'm not well informed on such issues.

Was this on a fresh install, or did you migrate from an older version ?

So offline/Online is global, you can't do it per account, is that what you're trying to accomplish ?

No, what I'm trying to accomplish is to get "Offline Options" online.  Meaning, I want it to work, but I really don't care if it's per account or an all or nothing deal.  It works for two accounts, but not the rest.
Ha so in Tools -> Account did you check the offline usage settings for the account that work and those for which it doesn't work ?

Due to this and other problems with Thunderbird (insufferable lag (matter of minutes, not seconds, to respond to commands), won't release memory on close, crashing other programs, *blending* emails together so they show the header info from one email and the body of another, and a number of other problems that just made it impossible for me to rely on the product at all), I have stopped using Thunderbird and reverted to the dreaded Microsoft products.  This was the only avenue for assistance I was given, and I found no help here, just repeating questions which I had already answered.  Asking me what happens when I access a feature which was grayed out (i.e. totally, completely, uncompromisingly inaccessible) *when the problem is that the feature is grayed out* (inaccessible) is really terribly frustrating and I do not have time to play with this any further.
Thank you anyway; perhaps at some point in the future when a new version is available I will try again, but for now, it's simply pointless for me.
BTW, Outlook has not given me any of the trouble I mentioned here - different trouble, yes, but nothing as insurmountable as corrupting the data and crashing software.

yesterday I was just looking at offline settings while looking at a different issue and I filed Bug 615727. You dont need File > Offline to get these settings. They are directly accessible via Tools > account settings.

OTOH, what you might be looking for is what was previously accessible via file > offline (in v2 iirc) is at Tools > options > advanced > network > offline

Confusing but the grayed out "Offline Settings" of Tb 3.1 currently corresponds to Synchronization&Storage for IMAP account.
The drop down menu in File menu is same as An-IMAP-account-is-selected-at-folder-pane/Tools/Account Settings/click Synchronization&Storage. Main purpose of Synchronization&Storage of IMAP is "Message Synchronization" setting which is for IMAP only. And, "Advanced" button is placed there, which is very convenient UI to change all IMAP folder's per folder Synchronization setting of all IMAP accounts in single panel.

Corresponding setting of POP3 to Synchronization&Storage of IMAP is "Disk Space" of Tools/Account Settings of POP3 account. There is no offline-use related setting in it which is for POP3 account only.

IIRC, as Wayne says in comment #9, File/Offline/Offline Settings of Tb 2 or former was shortcut to other place, but I'm not sure.
I guess spec change of File/Offline/Offline Settings is done for shortcut to the "Advanced" button in Synchronization&Storage of IMAP, and "grayed out when POP3" is a result of the spec change.

Is there any mismatch between your thought and Tb's real definition?
As Tb usually proposes IMAP first upon auto-config when both IMAP and POP3 is supported by your server, account is defined as IMAP account in Tb if you did not change it from IMAP to POP3 at auto-config panel.
Gmail is example of it. Gmail supports both IMAP and POP3. Gmail account is defined as IMAP account in Tb, isn't it?
Or You are talking about problem of "Offline Settings is grayed out, even though IMAP account at server and you defined as IMAP account in Tb as you want"?

bug 535649 probably includes UI for workarounds stated in the document.

It's definitely different problem from your comment #0. Open separate bug if it's produced by Tb side fault, after confirming that there is no setup error in your setups of Tb, please, because "one problem per a bug" is rule at B.M.O.
