force_release_l10n.py currently defaults to a URL for shipped-locales that always includes browser/ but it would be pretty trivial and helpful to optionally take an app name so Thunderbird or SeaMonkey can use this as well.

I may take this some time, but for now want it just to be filed - In the meantime, downloading the file and using the local copy works fine for us.

iirc force_release_l10n is not even being used for Firefox since the newer repack scripts.

SeaMonkey does still use it occasionally though, so I'll plan on tackling this at some point, still P5 though, so if someone wants to steal it go ahead.

I doubt that there's any point in changing this line in build/tools and since this is a SeaMonkey
releng bug, I've changed the url to point to the actual file.

Furthermore, this should be a simple change.
