There's no context to the dashboard when a user visits it right now. We should offer some text on the right of our header generally explaining what the dashboard is as well as a link to a more detailed about page

How about something simple and boring like "Mozilla's primary feedback mechanism". The "primary feedback" should be hyperlinked to input.mozilla.com/about where we go through an explanation (blog-ish form) on how, where and what data is collected (i.e. via the client) over each channel. 

I'll work on the page, so keep the assigned state unchanged.

Should we link to it from the front page somehow, maybe with a one-liner (over or under the chart)?

Yeah, it's a bit too visible for something that doesn't have much content at the moment. What about on the top right of the page within the navigation bar?

Either that, or maybe we just put the text into a side bar box above the message count on the right? Or is that still too visible?

If you want it in the nav bar, it'd show up on every page. What should it look like, then?
