Users should be able to receive email notifications when certain events happen in Drumbeat. At a minimum, users should receive email when:

 * A user starts following them.
 * A user sends them a message.

Project leads should also receive email notifications when someone new starts following their project. 

Additionally, users should have an Account Settings page where they can opt out of receiving emails. It should be configurable per event (e.g. Only send me emails when someone sends me a message, not when someone starts following me).

This is explicitly for Batucada. We're winding down support for the Drupal site as we're getting close to our launch for the new version.
