We should reference 0.8 of bzapi in bugsy, and make use of the cached configuration data, https://wiki.mozilla.org/Bugzilla:REST_API:Methods#Configuration_.28.2Fconfiguration_GET.29. Given how naughty the wait times are, making this a P2.
