Sreg: tag 1.3.101104 - this change just disables some logging so that security doesn't get some things double-reported (reg already bubbles up the problem).

Reg: tag 1.3.101109 - Primary change here is the use of proportional allocation to nodes (i.e. if two servers have the same number of users, but different values for max, it'll allocate to the bigger one). Also will start to look at the downed value and ignore servers with a non-0 value.

QA for this probably involves creating a single-node setup. A new user should get assigned to the node. Then, down that node, and a second new user will not get a node assignment.
