If you translate an english article with an existing translation, the translation is allowed and the translation content is filled in with the english content.
The translation of an english article with an existing translated article should redirect to the edition of the localized article.

This looks like it was an issue with the KB data losing parent information. Checking on master.support[1] it works as expected. It looks like [2] isn't connected to its English parent[3].

For the example given in comment 1, it is a parent issue.

It still works for me. I'm not sure what you're seeing but all the latest translation info shows up for me. Can you get a screenshot of it missing?

Can not select a french title.
French translation is a copy of english content.
"Submit preview" button displays the existing french article.

To change the title: expand the "Edit description" section. It's already localized. Note that this article already has a French title and changing it will create redirects to the new title/slug.

The french translation is incomplete. The top half of the article is in French. You have to scroll at least half-way down the French content to find anything in English.

The "Preview" button uses whatever is in the translation box on the right. I just verified that it works for me everywhere by changing the content of that box.

(That preview shows the current French article is proof that the translation box has the current French article source in it.)
