Split from bug 407079.

IE7 and Firefox select the entire document. But it seems to make more sense to only select the current editable portion, at least if focus is already in an editable portion, so that contentEditable is more consistent with <textarea>.

Bulk-downgrade of unassigned, >=5 years untouched DOM/Storage bugs' priority and severity.
