Buildapi's default interval size parameter's value should be proportional to the time interval selected (specified by starttime, endtime parameters). This is helpful for the Pushes Report and Wait Times report.

If no int_size value is specified for Wait Times Report and Pushes Report, the time interval gets split into 12 divisions by default. This patch also fixes small bug on the Wait Times Report page, small html bug broke the last chart on the page.

Small bug fix, for Build Run Report stops the initialization of starttime and endtime parameters (as this report should not have such parameters), by setting chained_validators just to [RequestIdValidator()] in EndtoendRevisionSchema
