Details

Articles in a non-en-US locale without any approved content do not display content in the localization pane. When translating an article the content is automatically duplicated in the localization pane.

It is a note I wrote in bug 586487 comment 62 first bullet.
OS: Mac OS X → All
Hardware: x86 → All
We're looking at "current or most recently approved," and using that to prefill the form. If this continues to be an issue we can fix it, though I imagine as we move farther past the migration it will become less and less of a problem.
It means that the translation of 55 French articles that were in "to be approved for the first time" status is lost.
It is important to fix this bug.
(Given comment 3 above, this can't really be Future, but I'm not sure where it belongs or what the fix is at this point.)

2.3.1 is today. The translations aren't lost just not prepopulating the form.
