I hit this warning when syncing a new account, then restarting firefox.  Not sure how else to reproduce this.  

* Log attached

Repro:
1) install minefield 12/09 build, and enable sync logging
2) create a new sync profile, and sync
3) close firefox, then relaunch it
4) continue to refresh about:sync-log.  Verify cipher warnings in log.

Expected:
- no cipher warnings

Actual:
- cipher warning spam
Per discussion on IRC, this is very likely fixed by one of the things we landed today.

Will assess after try builds.
I can't repro this, but apparently other people are still seeing cipher warnings :(
