619412 - PanFinished is not fired on the same element as PanBegin

PanBegin is fired on the target of the scroll while PanFinished is fired on window which looks funny when you're trying to follow a particular element for panning operations.

The patch display both PanBegin/PanFinished onto the scrollbox (generally) element.
