619833 - wire the simulator into the main ui

The Orange Factor simulator is available at
http://brasstacks.mozilla.com/couchdb/orange_factor/_design/woo/orange.html?display=Simulator
. However, it is not linked to anywhere and therefore not
discoverable.  It should be wired into the main navigation 
menu (bug 619826).  Also, the number of omitted bugs to simulated
isn't shown in any navigatable way and should be.

First part is fixed as bug 619826--it is now accessible via the menu in the top right.

I also did some fixes to the TopBugs view: removed the ability to see a period longer than the date range.  For instance, if you select 2010-12-22 to 2010-12-24, you can't select "by week" nor "by month", since they make no sense.  If you go directly to the associated URL, it will pick the next best view (date range < 7 days: "All"; date range < 30 days: "by week"), which will be obvious in the title (or lack thereof) for the bugs table.
