This got sort of overlooked in bug 525464, but the tree status needs to be one of the things that we regularly refresh: showing what the status was when you opened tbpl, rather than what the status is, is deceptive and likely to lead to cases of push-rage.

Since we can't push when there is no sheriff, we really need a tree status that updates itself...
