620447 - clean up labels on Bug view

The labels for the view for an individual bug (?display=Bug) should be
cleaned up:

  - Bug frequency -> Bug count
  - Bug frequency per push -> Bug count per push
  - 7day moving avg -> 7-day moving avg of bug count per push
  - push y-axis captions if able

Attachment: Bug-details view cleanup

This adds y-axis labels to the Bug Details graph.  While I was at it, I also added them to the Orange Factor and Simulator graphs.

Also fixed a bug in which some HTML was being displayed in the page title, when it should have only been in the header.  I also centered the x-axis tick labels on bar graphs.

Bug-details view cleanup

You should probably note where jquery.float.axislabels.js lives on the web in the opening comment.  I didn't thoroughly audit this script, as that seemed outside the scope for this bug.  As long as it doesn't cause us problems....ideally, it'd be upstreamed at some point.

Other than that, looks good

Okay added URL to file.  I've already upstreamed the changes, or at least tried to: I sent a pull request to the original author of the axis-label flot plugin.

Also added in a variable initialization that got lost in a patch shuffle.
