More dictionary-related fall-out from my reduced coverage hasOwnProperty patch on bug 609941 (original patch addressed the problem).  We definitely need unit tests that create a tag with a key of "watch" at the gloda level.  (My unit test on bug 619909 which is somewhat related used a legal tag for its problem, since the problem was not strictly related to dictionary logic.)

I'm still going to land the patches on 609941 and 619909 on 3.1.x because they still provide marked improvements.  The main thing is just that they now reveal this bug.
