BMO wants to change the group which is allowed to create charts which run frequently. chart.cgi:

-    if ($cgi->param('frequency') < $min_freq && !$user->in_group("admin")) {
+    if ($cgi->param('frequency') < $min_freq && !$user->in_group("bz_canusewhines")) {
         ThrowUserError("illegal_frequency", { 'minimum' => $min_freq });
     }
...

Please advise on what sort of patch would be acceptable to make this customizable.

WONTFIX as bug 288148 will remove this feature entirely.
