When a group is very small and tabs get stacked together, the close button present on the first tab should not be present. User can close tabs by using expand button. 

Reproducible: Always

Steps to Reproduce:
1. Open at least 3 websites in different tabs. 
2. Go to Panorama view
3. Minimize group until tabs get stacked
Actual Results:  
The close button present.

Expected Results:  
The close button shouldn't be present

This was an intentional decision. The close boxes being available is dependent on the size of the group, if you shrink the stacked group down, the close boxes will go away.
