Details
Currently: 1. Visit an article that does not yet exist in your Language 2. Page is shown in English. Expected: Have an option to choose fallback languages for certain languages, so that Bosnian for example falls back on Serbian first, than Croatian, and finally English if the article does not exist in any of those languages.

I think this is covered by bug 800880. The changes in that bug allow users to define their preference for language using the configuration options of their browser. For example, in Firefox these instructions could be followed: https://support.mozilla.org/en-US/kb/settings-for-web-content-pop-ups-fonts-languages#w_languages For larger scale changes, bug 800880 also allows Sumo to define fallbacks that apply globally (after the above rules are applied). For example the locale `bn-IN` will fall back to `bn-BD` before falling back to `en-US`. For one-off changing of the language, the language picker at the top of the page could be used instead.
