625637 - Newly uploaded add-on version of a public add-on has the wrong review queue status

Description

[krupa raj[:krupa]]

steps to reproduce:
1. Pick a public add-on
2. Upload  a new version
3. Notice the file status in versions page

observed behavior:
File status says that the newly uploaded version is in the prelim queue. However, the version is in the right review queue(checked from Editor tools)

This is a candidate for 5.12.6.1 as it sounds like a serious problem.

This is just a problem with the words. All fresh files get marked as unreviewed, which is interpreted as "awaiting prelim review". The editor tools know what to do.
